Skype app won't work on low-end Windows Phone devices

Buried within Skype's announcement that its app has finally graduated from beta on Windows Phone, the mention of a 512MB minimum memory requirement reveals that the Internet phone service won't -- currently -- work with the likes of Nokia's Lumia 610 and the ZTE Tania. Skype has logged this under "current issues", which we hope means the company is working tirelessly to squeeze the app into cheaper Windows Phone hardware. Other features still being worked on include Bluetooth compatibility and Skype SMS messaging support. C'mon, they're part of the family now -- can't they all just get along?

Jon Jones has a new respect for Rashad Evans; why you should, too

After defending the UFC light heavyweight belt on Saturday over Rashad Evans, Jon Jones said he had a new respect for his former training partner and friend.

"I would say Rashad is my toughest fight to date, and a lot of it is because of how talented and awesome of a fighter he is," Jones said after beating Evans in a five-round decision.

Since winning and defending the title, Jones has finished former champs Mauricio "Shogun" Rua, Quinton "Rampage" Jackson, and Lyoto Machida. Evans is the first fighter ever to force Jones into the fifth round, and the first fighter to require judges' cards since Stephan Bonnar in 2009. Evans was wobbled several times throughout the fight, but was still standing for the final horn.

Somehow, there were still fans who were unsatisfied with Saturday's main event. On Cagewriter's Facebook page, one reader said Evans had no heart. Another called the fight boring, while another claimed Evans didn't want the fight.

Seriously?

Evans trained for months and months to face a man he once called his friend. He cut down his weight, went through countless interviews, had cameras follow him around incessantly for "Primetime," then traveled to Atlanta and got in a cage with someone who is considered one of the world's best fighters. He withstood elbows, punches and kicks for 25 minutes. At the end of it all, he lost, but was still standing.

And there are actually fans who think Evans did not want to be in there? For the final word on the subject, let's hear from the great Baltimore boxer (and fictional character), Dennis "Cutty" Wise.

Afghans, US sign deal on night raids

KABUL, Afghanistan (AP) ? The Afghan government and the U.S. signed a deal Sunday governing night raids by American troops, resolving an issue that had threatened to derail a larger pact governing a U.S. presence in the country for decades to come.

Night raids involve U.S. and Afghan troops descending without warning on homes or residential compounds searching for insurgents. They are widely resented in this deeply conservative country.

Afghan President Hamid Karzai had called repeatedly to stop the raids, saying that they make civilian casualties more likely and that international troops are disrespectful in the way they conduct the operations. The U.S. military has said such operations are essential for capturing Taliban and al-Qaida commanders.

The resolution of this dispute is a key step toward finalizing a long-term "strategic partnership" to govern U.S. forces in Afghanistan after the majority of combat forces leave in 2014. The long-term pact is seen as important for assuring the Afghan people that they will not be abandoned by their international allies.

The memorandum was signed in front of reporters by Kabul's Defense Minister Gen. Abdul Rahim Wardak and the commander of U.S. forces, Gen. John Allen. It appeared to give important benefits to both sides: the document gives the Afghans authority over the raids and gives the Americans an Afghan partner that will now be held equally to account if there are civilian casualties or allegations of mistreatment.

It also was a sign that Karzai may be willing to compromise on some of his conditions for a long-term pact. Americans and even some of his own advisers feared that his unyielding bargaining style would endanger the entire agreement, and along with it Afghanistan's long-term security.

Similar agreements with other NATO nations would also have been endangered if one had not been signed with the United States.

Karzai had originally ruled out any type of night raid and his willingness to accept them in any form indicates that he is willing to sacrifice some of his political capital with other Afghans to prevent the agreement from falling apart.

"This is a landmark day in (the) rule of law," Allen told reporters. He said that Afghans are now "in the lead on two of the most important issues: capturing the terrorists and ensuring they remain behind bars."

"This is another important step in strengthening the sovereignty of Afghanistan," Wardak said.

The Afghans say that foreign-led raids lead to the mistreatment and the accidental killing of civilians, but the Pentagon disputes this.

The Americans say 89 percent of night operations occur without a shot fired and fewer than 1 percent result in civilian casualties.

Washington also says that the foreigner-dominated raids that Karzai so frequently condemns are already a rarity. More than 97 percent of night operations are combined operations involving Afghan forces and almost 40 percent of night operations are now Afghan-led.

"This formalizes what has been the working standard," Pentagon spokesman, Navy Capt. John Kirby told BBC News. "They will be making these decisions and they will be making the decisions of what support they want from us."

However, it's unclear whether Afghan forces have had much authority even in operations that are nominally "Afghan-led." Sometimes this designation means only that an Afghan soldier is the first one through the door, or that officials have given a rubber-stamp to the mission just as it starts.

According to the document, all "special operations" will have to be reviewed and approved by a panel pulled from the Afghan military, government and intelligence services. The definition of a "special operation" is left vague, but appears to apply to night raids as well as other operations that involve going into Afghan homes.

Any disagreements will be resolved by a joint U.S.-Afghan committee including the defense minister and the U.S. forces commander, the agreement says. It does not specify how this higher-level committee would make its decisions.

The agreement says Afghan forces will conduct home searches and that U.S. forces will be allowed to enter private compounds "only as required or requested."

It's unclear if a higher level of Afghan authority will actually mean that the targets of raids will be treated more humanely. There have been instances of villagers complaining that when Afghan forces conduct raids they also loot houses. Also, the U.S. military stopped transferring detainees to a number of Afghan prisons after the U.N. discovered evidence of torture at the facilities.

But it is clear that the memorandum brings a strategic partnership closer.

"It opens the way for the signing of the strategic partnership agreement which we hope our two presidents will be able to sign in the near future," said Janan Mosazai, a spokesman for the Foreign Ministry. Both U.S. and Afghan officials have said that they expect to sign the full partnership deal in time for a NATO summit in Chicago in May.

The night raids deal follows an earlier memorandum signed on the transfer of authority over detentions to the Afghans ? another issue that had threatened to derail the strategic partnership talks.

The detention pact sets forth a timetable to give Afghans operational control of facilities used to hold Afghan detainees, but leaves decisions on who to release to a panel that includes American military officials that must come to a consensus before any detainee is let go ? essentially giving the Americans the ability to veto any release.

More women vets are homeless, but housing scarce

WASHINGTON (AP) ? Misha McLamb helped keep fighter jets flying during a military career that took her halfway around the world to the Persian Gulf. But back home, the Navy aircraft specialist is barely getting by after a series of blows that undid her settled life.

She was laid off from work last year and lost custody of her daughter. She's grappled with alcohol abuse, a carry-over from heavy-drinking Navy days. She spent nights in her car before a friend's boyfriend wrecked it, moving later to a homeless shelter where the insulin needles she needs for her diabetes were stolen.

She now lives in transitional housing for homeless veterans ? except the government recently advised occupants to leave because of unsafe building conditions.

"I wasn't a loser," McLamb, 32, says. "Everybody who's homeless doesn't necessarily have to have something very mentally wrong with them. Some people just have bad circumstances with no resources."

Once primarily male veteran problems, homelessness and economic struggles are escalating among female veterans, whose numbers have grown during the past decade of U.S. wars while resources for them haven't kept up. The population of female veterans without permanent shelter has more than doubled in the last half-dozen years and may continue climbing now that the Iraq war has ended, sending women home with the same stresses as their male counterparts ? plus some gender-specific ones that make them more susceptible to homelessness.

The problem, a hurdle to the Obama administration's stated goal of ending veterans' homelessness by 2015, is exacerbated by a shortage of temporary housing specifically designed to be safe and welcoming to women or mothers with children. The spike comes even as the overall homeless veteran population has gone down, dropping by nearly 12 percent to about 67,500 between January 2010 and January 2011, officials say.

"It can't get any worse," McLamb says matter-of-factly, "'cause I've already been through hell."

Veterans' homelessness, the subject of a March congressional hearing, has received fresh attention amid government reports documenting the numbers and identifying widespread flaws in buildings that shelter veterans.

"I think it's very clear that women veterans in particular lack the services they need," Sen. Patty Murray, D-Wash., chairwoman of the Senate Veterans Affairs Committee, said in an interview.

Female veterans make up about 8 percent of all veterans, or about 1.8 million, compared to just 4 percent in 1990. The number of homeless female veterans has more than doubled from 1,380 to 3,328 between fiscal year 2006 and fiscal year 2010, according to a December U.S. Government Accountability Office report that found many with young children and nearly two-thirds between ages 40 and 59.

A new report from the VA inspector general examining veteran housing that receive VA grants found bedrooms and bathrooms without locks, poorly lit hallways and women housed in facilities approved for men only. Nearly a third of the 26 facilities reviewed didn't have adequate safety precautions. One female veteran and her 18-month-old son were placed in the same facility as a male veteran who was a registered sex offender.

Female service members, who in wars with increasingly blurred front lines return with post-traumatic stress disorder, face unique challenges, advocates say. Many have suffered sexual assault and remain too traumatized to share common space with men. Many are single mothers struggling to find housing for themselves and their children. They're also more likely to be jobless: Unemployment for female veterans who've served since September 2001 was 12.4 percent last year, slightly higher than for their male counterparts.

Michele Panucci, a psychologist who treats women with military sexual trauma at a women-only VA clinic in Nashville, said traumatic experiences in the military can be a barrier to turn to the VA for help.

"If it was authority that you don't like because of what happened to you in the military, you can then associate that with the VA or other helpful authorities," she said.

The Department of Veterans Affairs says it's making progress.

The proposed VA budget calls for, among other things, $300 million for grants and technical assistance to community nonprofits to help veterans stay in their home or find alternate housing. The department is increasingly focused on preventing veterans from becoming homeless and helping families stay together when possible, said Pete Dougherty, executive director of the VA's homeless veterans initiative office.

One example is a support grant program for low-income veterans through which nonprofits and cooperatives provide health care services and financial planning, among other aid.

"Part of what brings people to homelessness is isolation ... The more you can keep that internal support around, the better," he said.

Chenae Perkins, who at 23 is the youngest woman in a transitional home for female veterans in Nashville, bears familiar hallmarks of homelessness.

At 19, she deployed with her National Guard unit to Iraq, where she said she was sexually assaulted ? she never reported it ? endured an unnerving barrage of rocket attacks and witnessed gruesome injuries while working at a military hospital. She struggled to find steady jobs after returning from her 14-month deployment.

"You go from making a certain amount of money while overseas and then coming back and living from paycheck to paycheck," she said. "It felt kind of demeaning."

After substance abuse led to legal troubles, she was referred to a veterans service center in Nashville, which runs the women's transitional house. She's found women who understand her.

"When I hear their stories, it relates to me, right on point. Their tempers and attitudes. How they changed from bubbly back then to how you are now. Everyone is irritable," Perkins said.

The system was "built around a guy soldier," and female sexual trauma victims require extra care, said Kim Olson, a retired Air Force colonel and president and CEO of Grace After Fire, a female veterans' advocacy organization.

"You think she's going to go to a facility with 46 other guys sleeping next door to her? No, she's not. She's simply not going to re-enter the environment if that is her issue," Olson said.

The VA accommodates homeless veterans through a few initiatives.

One program operated with the Department of Housing and Urban Development provides housing vouchers for veterans is particularly popular among women and has housed tens of thousands of veterans and their families. But the program is geared toward veterans who are most in need, and is generally limited to those requiring substance abuse, medical and mental health problems and other issues that need continuing attention.

Another program offers grant and per diem money to nonprofits and community organizations to house veterans. But current law doesn't allow the VA to reimburse providers for housing children, creating a financial disincentive to do so. The GAO report said more than 60 percent of the grant and per diem programs it surveyed that serve homeless women didn't house children.

In Nashville, about an hour south of a major Army installation, there are just seven transitional beds for homeless single women veterans.

"The new model is not in place around the country to serve women and children," said Dan Heim, the homeless veteran program manager in Nashville.

McLamb never expected to be homeless. She joined the Navy in 1998, where she helped ensure aircraft had the necessary components for launch, and deployed three times to the Middle East ? including after the Sept. 11 terrorist attacks. She left the military in 2005 to care for her daughter and after, she says, she was sexually assaulted at a Navy base in California. She never reported it.

She held various jobs in the following years, but the bottom fell out in January 2011, when she lost an administrative contracting position at Fort Belvoir, Va.

Unable to pay rent, and without reliable income, she lost custody of her 8-year-old daughter. She pingponged between a car, a homeless shelter and alcohol treatment before arriving in a nondescript brick building in Washington that offers transitional housing for homeless veterans participating in a work-therapy program.

She had been earning a minimum-wage stipend from a clerical job at a VA hospital, but she said that position has expired. Benefits under the post 9/11 GI Bill provide her with a housing allowance, but her shoddy credit makes it near impossible to find a place of her own.

She carries with her reminders of her life ? past, present and future. A pink U.S. Navy hat. A resume touting accurate typing and excellent administrative skills. A photograph of her daughter, Simone, who lives in Georgia with her father but whose name will one day grace the name of a restaurant McLamb dreams of opening.

Sometimes she feels she shouldn't be entitled to special treatment.

But, she quickly added, "Then I jump back into the other mode and say, 'They owe me this because I risked my life for them and now I need somebody else's help, and I don't think that that's a bad thing to do, ask for help."

It wasn't the final score that bothered Durango coach Al La Rocque on Friday. It was what led to his team's 57-53 loss to Mountain View (Ariz.) in the semifinals of the Las Vegas Invitational at Green Valley High School.

"I'm not overly disappointed with the game," La Rocque said. "I'm just completely disappointed with the effort. It's more about effort than anything."

The Toros advance to the title game against Harvard-Westlake (Calif.) at 3:30 p.m. today.

Except for a 27-27 tie early in the second half, the Toros led all game. But Mountain View never was able to pull away completely. Durango had opportunities late in the game, but missed layups and free throws cost the Trailblazers.

Durango's Tywain McTyer came up with a steal with 47 seconds remaining and the Toros leading 53-51. He drove the length of the court, but his layup fell off the rim, and Mountain View rebounded.

McTyer scored on a back-door cut with 16 seconds to play to trim the lead to 56-53. After a Durango timeout, Mountain View mishandled the ball, but the Trailblazers were unable to grab it and the loose ball went off Houston Power's foot and out of bounds. That gave the ball back to Mountain View with less than 10 seconds to play.

"Ty, he's banged up, he's hurt, so how can you get mad at him?" La Rocque said. "But he has a steal to tie the game. And then the ball rolled off Houston's foot at the end. It was almost like the Keystone Cops."

The Toros' Matt Welker scored 12 points, and Tyler Molesworth added 10 points. Eric Bossom had a game-high 13 rebounds for Mountain View, which had a 41-31 rebounding edge.

"We have to rebound," La Rocque said. "We had a lot of guys standing around and watching. You can't win games if you're going to stand around and watch rebounds."

Power led Durango with 14 points. The Trailblazers will play Bishop Gorman in the third-place game at 2 p.m.

? Harvard-Westlake (Calif.) 80, Bishop Gorman 64 -- The Wolverines continued to impress, jumping to a 22-4 lead and rolling past the Gaels.

Harvard-Westlake again used its size to dominate. The Wolverines start five players 6 feet 4 inches or taller, and the team had a 53-31 rebounding edge. Harvard-Westlake finished with 22 offensive rebounds.

Bryce Taylor led the Wolverines with 24 points and seven rebounds, and 6-8 sophomore Alex Stepheson added 17 points and 18 rebounds.

Kashif Watson led Gorman with 18 points, and teammate Cori Anderson scored 13.

? Basic 66, Green Valley 65 -- Victor Armendariz hit a 3-pointer with three seconds to play, lifting the Wolves over the Gators.

Green Valley led by as many as 11 in the second half, but Basic's A.J. Montano scored eight consecutive points to cut the lead to 44-41.

Montano led the Wolves with 17 points, and his brother Chris added 14 points. Armendariz came off the bench to score 10 points, and Donnie Eredia grabbed 10 rebounds.

Marquis Pittman led Green Valley with 18 points and seven rebounds, and teammate Jordan Ragan had 14 points and seven assists.

? Western 64, Silverado 51 -- Jovan McIver hit five 3-pointers in the second half as the Warriors rallied to defeat the Skyhawks.

Silverado led 31-19 before a McIver 3-pointer started a 16-4 run for Western. He finished with 26 points, shooting 6-for-10 from 3-point range.

Ryan Whitesitt had 29 points, including four 3-pointers, to lead the Skyhawks. Kyle Rath added 12 points and nine rebounds.

Western will play Basic for fifth place at 12:30 p.m. Silverado will play Green Valley for seventh place at 11 a.m.

? Foothill 52, Sierra Vista 45 -- Jamaal Smith scored a game-high 25 points to rally the Falcons past the Lions on the first day of the Sierra Vista Invitational.

Smith scored Foothill's final nine points, breaking a 44-44 tie with 2:38 to play.

The Falcons, who trailed by as many as nine points in the first half, took their first lead on Alan Potter's jumper with 6:24 to play. He finished with 13 points.

Fariest Brown led Sierra Vista with 12 points, and Jonathan Johnson added 10 points.

? Palo Verde 77, Mojave 69 -- Nate Schulte scored 11 of his game-high 26 points in the fourth quarter to help the Panthers rally past the Rattlers.

Selena Gomez is done being a "Spring Breaker" and now she's getting ready to film her next movie. In an online video Q&A with her fans, she opened up about her edgier movie roles, including her next film with Ethan Hawke.

"I'm doing another movie called 'The Getaway' with Ethan Hawke. It's really, really exciting," she shared. "I go to Bulgaria and then I start filming. It's more of an action movie, which is also different. So we're doing that and then hopefully another movie, but that hasn't really been confirmed yet. Then I'll start working on my fourth album, which will be the best album I'll ever do! But I'm just kind of halting music for a bit."

She added that she's "been really focused on more acting. For me it's been fun to take risks and do things that are completely different. To be honest maybe some of you guys might not be comfortable with it. ... I'm still the same person. Things that challenge me really excite me."

That focus includes the forthcoming Eli Roth thriller, "Aftershock," and the aforementioned "Spring Breakers." Gomez had only praise for that film's director, Harmony Korine ("Kids"). "He is such a brilliant director; he is so smart. He gave us direction but half the time he let us do our thing," she said. "He gave me this freedom, but he allowed me to prove myself. He's so great."

In addition to all the big-screen business, the actress and singer will also get the small-screen treatment on "Glee." According to E! News, in the prom episode, shot last week, Lea Michele reportedly sings Selena's track "Love You Like a Love Song." According to sources, the powerhouse vocalist put out "a really powerful performance" of Gomez's song.

Deciphering a person?s genetic instruction book doesn?t predict medical future

CHICAGO ? The human genetic instruction book is as lousy at predicting disease as an almanac is at predicting the weather, a prominent cancer researcher concludes from an analysis of the genetic data from thousands of pairs of identical twins.

A technological revolution has made deciphering genetic instruction books, called genomes, quicker and cheaper than ever before. Many scientists have touted the genome as a crystal ball for peering into people?s medical futures. But Bert Vogelstein of Johns Hopkins University School of Medicine wondered just how informative knowing a person?s genetic makeup could be.

So Vogelstein and his colleagues gathered medical data from 53,666 twin pairs from around the world. Identical twins share their genetic makeup, so looking at one twin?s health history may reveal what medical complications the other twin's genome has in store. The researchers did not decipher any of the twins' genomes but used used the medical data to develop a mathematical formula to predict the minimum and maximum risk of getting 24 different diseases, including several cancers, heart disease, diabetes and Alzheimer?s disease.

For all but four diseases, the genetic data would fail to determine who is likely to contract the condition in most cases, Vogelstein reported April 2 at the annual meeting of the American Association for Cancer Research. The results were also published online April 2 in Science Translational Medicine.

?Basically, you can still do better just by putting somebody on the scales and asking about their smoking history,? says Walter Willett, an epidemiologist at the Harvard School of Public Health who was not part of the study.

Under the team?s criteria, a test result was considered positive if it shows that a person has a 10 percent or greater chance of developing a particular disease. For most of the diseases, only a small fraction of people would get a positive test result, the researchers found.

For ovarian cancer, for example, only 1 percent to 23 percent of women who will eventually develop the cancer would get a positive result. So, most women who will get ovarian cancer would have received a negative test result.

That?s because genetics are only part of the story when it comes to determining health. Lifestyle, environment and random chance play a bigger role than genes, or work with genes, to cause or protect against disease.

But for the small number of people who do get a positive test result, such information could be very important. ?Even if the majority of individuals will receive negative test results, you don't know until you check,? says George Church, a Harvard geneticist and founder of the Personal Genome Project, an effort to catalog genomes and relate genetic variation to individual traits. ?It is analogous to fire insurance. You don't know in advance if you are in the majority who will not lose their house.?

Doctors, especially those who treat cancer, have already been through passionate debates about the value of genetic testing, says Olufunmilayo Olopade, director of the Cancer Risk Clinic for University of Chicago Medicine. The more doctors and scientists know about genomes, the better they can advise and treat patients, she said.

But Vogelstein said that he and his colleagues aren?t making a value judgment about the usefulness of genome sequencing. ?What we?re trying to do is simply introduce a reality check,? he said.
