Iowans for Social and Economic Development (ISED) is hosting a free workshop in Indianola on Thursday about starting a home-based business. I?m not presenting at this workshop, but am passing this along for my friends at ISED.

With US watching, Ryan to focus on personal side

TAMPA, Fla. (AP) ? Paul Ryan wants to talk policy. Mitt Romney's team wants his No. 2 to focus more on his immigrant family and small-town values.

The top of the ticket is certain to win out as the Wisconsin congressman accepts the vice presidential nomination of his party Wednesday night. Ryan will deliver a speech to thousands of delegates at the Republican convention, and millions of viewers watching from home, that will be unlike most Ryan tends to favor. This one is likely to be heavy on personality and lighter on policy.

Ryan's willingness to focus on his personal story and play down policy is the latest example that of him deferring to Romney's preferences. As Ryan puts it, Romney is "the boss." Not the other way around.

Ryan and his team, a mix of longtime aides and new advisers, have spent a chunk of the past few weeks writing ? and re-writing ? the speech. Drafts have been emailed from his campaign plane and his kitchen table in Janesville, Wis., to speechwriters in Tampa and top Romney advisers at the Boston headquarters.

"Words matter a lot and I'm putting a lot of effort into them," said Ryan, a former speechwriter to 1996 vice presidential nominee Jack Kemp and former Education Secretary William Bennett.

Early versions were scrapped and adjusted to include bits of Ryan's natural, easygoing speaking style. In between campaign events and daily workouts, Ryan has been working to put his own voice into the drafts.

At campaign events, Ryan has tended to favor policy over his personal story. From Ohio to Virginia to Florida, he talks more often about the nation's debt and deficit than his own life as a congressional aide who became a congressman at age 28. The 42-year-old is more comfortable citing Congressional Budget Office statistics than real people.

Romney's aides want that to change. Advisers are pushing Ryan toward more personal territory.

The hope among Romney's team is that the nation gets to know Ryan's story, one they say working-class voters could relate to. Left unsaid is the fact that Ryan's policy positions, specifically his controversial budget proposals, have caused headaches for Romney and dominated the storyline of the campaign since he was named the running mate.

On Wednesday, Ryan plans to talk not just about Romney's promises to repair the economy and Obama's failures to do it, but also about his own upbringing. A message of small-town values and self-reliance is set to play a prominent role in his speech.

Ryan offered a preview of that message Monday at the Janesville, Wis., high school where he cheered for classmates two decades ago. He spoke of his ancestors' journey in the 1850s from Ireland to Wisconsin. Reflecting on more recent history, Ryan spoke of his time in the town when he said neighbors took care of each other.

"What we do in our communities is we look out for one another," he said. "That's what's so special. That's what government can't replace or displace."

Look for him also to acknowledge the economic troubles that have hit Janesville, a city that has become synonymous with Ryan's Midwestern appeal. On Monday, he said the city's response to the rough economy is what the United States should do on a grand scale.

"That's the kind of thing we need to do is pick ourselves up, help people in need, give them the job training skills they have, flourish entrepreneurs and small businesses so that people can get back on their feet," he said.

Aides are seeking to lower expectations, saying not to expect a blockbuster speech like the one 2008 vice presidential nominee Sarah Palin delivered. Instead, Ryan is likely to paint a picture of himself as a reasonable governing partner for Romney.

On Tuesday, asked if he was ready as he boarded his plane to Tampa, Ryan simply said: "I am." The usually media-friendly politician ignored reporters' other questions. En route to the convention, he huddled with senior adviser Dan Senor and senior aide Conor Sweeney. As Ryan read through the speech again, he dictated changes to Sweeney, who typed them into an Apple laptop.

By that point, aides said, the speech was almost finished, but Ryan wanted to put some final polishes on it and make sure it is to his liking. He knows he will not get a second chance to have this wide of an introduction.

Chili n Wheels fundraiser is Sept. 8

There will be more than 40 free chili recipes to taste and judge 10 a.m.-3 p.m. Saturday, Sept. 8, at Rohnert Park?s fourth annual Chili n Wheels fundraiser next to Driven Raceway in northwest Rohnert Park.

Add to that more than 100 classic cars; National Football league veterans, including Honor Jackson; celebrity judges, local-business booths, family-style entertainment, contests and prizes, a beer garden and more.

Lobbyists 2.0: 'The Internet Association' to Save Web, For Big Business

On September 19, a great act of hypocrisy shall take shape. Last month, The National Journal reported the formation of a new Voltron-esque trade group called The Internet Association, which claims it will be ?the unified voice of the Internet economy,? dedicated to ?advancing public policy solutions to strengthen and protect an open, innovative and free Internet.?

Just exactly which companies belong to the Internet Association will remain unknown until it officially launches, but already word has slipped about the four main founding companies, which are Google, Facebook, eBay, and Amazon. Indeed, these four have come together to lobby Washington to for a free and open Internet for the people. Hmmm.

Borne out of the fight against SOPA/PIPA, The Internet Association bathes itself in the rhetoric of net neutrality and Internet freedom advocates. In classic Congressional revolving door style, the Internet Association announced former U.S. House and Energy Committee Deputy Staff Director Michael Beckerman as its President and CEO. In the press release, Beckerman said that ?the Internet?s decentralized and open model is what has enabled its unprecedented growth and innovation. We must guard against misguided attempts to handcuff this incredible source of job creation, freedom and creativity.?

The Internet Association was formed because ?The Internet must have a voice in Washington.? However, considering that these days money is speech, all four of these companies have a pretty substantial voice among legislators already. Witness:

  • In 2011 and 2012 (still with two quarters to go), Google has spent almost $10 million on lobbying each year.
  • Facebook spent an additional $1 million on lobbying from 2010 to 2011 and already has outpaced its 2011 total this year.
  • Ebay has spent over $1.5 million on lobbying each year from 2006 to 2011, topping out at over $3 million in 2006.
  • Similarly, Amazon has spent over $1 million on lobbying each year from 2006 to 2011, including having spent over $2 million in 2009 and 2010.

For comparison?s sake, Google?s lobbying expenditures for 2011 are only $1.5 million behind the tobacco company Altria and $3 million behind ExxonMobil, two of the most influential companies in Washington. There appears to be no indication that current lobbying expenditures will decrease. Instead, the Internet Association appears to be just a consolidation effort for specific issues, a practice that is par for the course.

For example, apparently the tens of millions of dollars that ExxonMobil has spent on lobbying in each of the past three years has not been enough. ExxonMobil is also a member of the American Petroleum Institute, a trade group for the oil and gas industry that has spent an additional $7 million on lobbying each year from 2009 to 2011. In its previous life as Philip Morris, Altria was a key member of the trade group The Tobacco Institute, also known as the trade group parodied in the book and film Thank You For Smoking.

In fact, The Internet Association is not even the first trade group for Facebook and eBay, who are members of NetChoice, ?a coalition of trade associations, eCommerce businesses, and online consumers,? though that group?s lobbying efforts have been less than substantial so far.

Just what form the lobbying will take, we can infer somewhat by the lobbying these companies have done in the past.

Both eBay and Amazon have spent hundreds of thousands of dollars lobbying over such bills as the Streamlined Sales Tax Project, the Marketplace Equity Act, and the Mainstreet Fairness Act, all in an attempt to avoid having to charge sales tax for their products, perhaps offering a different interpretation of the word ?free? as it pertains to the Internet. The lack of sales tax is one of the biggest competitive advantages of Internet retail businesses. Though recently, Amazon has conceded on the issue of sales tax in exchange for the opening of more exploitative distribution centers. The failure of such efforts perhaps demonstrates the need for The Internet Association.

All four of the companies have spent? hundreds of thousands of dollars on lobbying over privacy regulations and rules about user data. Facebook and Google?s struggles over the issues of privacy and data have been well documented, but even Amazon has spent hundreds of thousands of dollars lobbying over data retention, and eBay over behavioral tracking. Oddly enough, though they all spent a decent amount lobbying over CISPA, none of those companies have come out against it.

Perhaps equally as notable about The Internet Association though, is who?s missing in this ?unified voice of the Internet economy.? The names of more companies are sure to surface after the lobby goes live, but there are still some glaring omissions. Leaving aside tech plesiosaurs Microsoft and Apple, who aren?t dead-set on raging against the series of tubes model, where are Twitter and Yahoo? Or Netflix, Zynga,? AOL, or Reddit, or InterActiveCorp (this has been your weekly ?that corporation owns WHAT?? moment). I mean, if eBay gets an invite to the party?

With the possible exception of IAC, though, none of those companies are currently that megalomaniacal. Those companies aren?t constantly trying to expand across platforms, or create new platforms, or position themselves as conduits for literally all of your Internet activity. Though companies like Twitter and Netflix have also lobbied for net neutrality, those companies don?t stand to lose that much by being relegated to the status of a tube, while the Internet Association companies are each striving (except for eBay, clearly the Ringo) to be the series of tubes themselves.

The Internet Association is an uneasy alliance to be sure. Google is competing with Amazon over digital music sales, and with Facebook over social networking. Amazon has its own auction system. Google?s chief objection to SOPA is that it would have to police the Internet, which is unfair because it doesn?t own the Internet? yet. Don?t forget that Google-owned YouTube once viewed copyright infringement as central to its growth.

The Internet Association claims to represent their community of users as well as the companies, and indeed there are some ancillary benefits for those people that are not corporations from maintaining the dumping ground model of the Internet, such as increased freedom of expression. However, the point of The Internet Association is to prevent any outside authority from putting up the metaphorical barbed wire that would signal the end of the open range.

This fight is not out of some populist concern; it?s because each of these companies believe that the entire West belongs to them.

Helium-breathing apes display operatic vocal skills, say researchers (+video)

The gibbon, a lesser ape native to Asia, uses the same vocal techniques as trained sopranos, finds a Japanese experiment involving helium-enriched air.

The Japanese study provides evidence for an unusual physiological similarity between gibbons and humans.

"The complexity of human speech is unique among primates as it requires varied soft sounds made by the rapid movements of vocal tracts," lead researcher Takeshi Nishimura, from the Primate Research Institute at Kyoto University, said in a statement. "Our speech was thought to have evolved through specific modifications in our vocal anatomy. However, we've shown how the gibbons' distinctive song uses the same vocal mechanics as soprano singers, revealing a fundamental similarity with humans."

Nishimura's team analyzed 20 melodious and loud calls of a captive white-handed gibbon (Hylobates lar) in a normal atmosphere, followed by 37 calls in an environment infused with helium.

Sucking in helium from a balloon gives humans a squeaky, high-pitch-sounding voice, because the gas, which is less dense than air, pushes the resonance frequencies of the vocal tract upwards, but doesn't change the sound at its source. An analysis of the gibbon's squeaky songs suggested that the same is true for these apes. Like humans, the origin of the sound of a gibbon's call, which occurs in the larynx, is separate from the vocal tools used to modify it, the research showed. [Listen to Gibbon Calls]

What's more, the analysis demonstrated gibbons have expert control over the tuning of their vocal cords and tract when singing ? an ability that is important to the subtleties of human speech and is mastered by soprano singers.

"This is the first evidence that gibbons always sing using soprano techniques, a difficult [vocalization] ability for humans which is only mastered by professional opera singers," Nishimura said. "This gives us a new appreciation of the evolution of speech in gibbons while revealing that the physiological foundation in human speech is not so unique."

The study was published this week in the American Journal of Physical Anthropology.

Togo women push sex strike to unseat president

LOME, Togo (AP) ? The female wing of a civil rights group is urging women in Togo to stage a week-long sex strike to demand the resignation of the country's president.

Women are being asked to start withholding sex from their husbands or partners as of Monday, said Isabelle Ameganvi, leader of the women's wing of the group Let's Save Togo. She said the strike will put pressure on Togo's men to take action against President Faure Gnassingbe.

Ameganvi, a lawyer, told The Associated Press that her group is following the example of Liberia's women, who used a sex strike in 2003 to campaign for peace.

"We have many means to oblige men to understand what women want in Togo," Ameganvi said.

The sex strike was announced at a rally Saturday of several thousand in the capital city, Lome. The demonstration was organized by a coalition that is protesting recent electoral reforms, which they say will make it easier for Gnassingbe's party to win re-election in the parliamentary polls set for October.

Gnassingbe came to power in 2005, following the death of his father, Eyadema Gnassingbe, who ruled the West African country for 38 years. Gnassingbe has not commented on the sex strike, nor has his wife. Earlier this month, two anti-Gnassingbe protests were dispersed by police using tear gas and more than 100 people were arrested.

At Saturday's rally, which ended peacefully, Jean-Pierre Fabre, leader of the National Alliance for Change opposition party, called for Gnassingbe's resignation. Other opposition leaders called for civil disobedience.

But it is the sex strike that has people talking in this small country of more than 6 million people.

"It's a good thing for us women to observe this sex strike as long as our children are in jail now. I believe that by observing this, we will get them released," Abla Tamekloe said. "For me, it's like fasting, and unless you fast, you will not get what you want from God."

When asked if her husband would agree, Tamekloe said: "It is easy for me to observe it. I am used to it, but I am not sure my husband will accept, but I have to explain to him."

Another Togolese woman said she supports the sex strike, but she does not know if she can carry it out for a full week.

"I do agree that we women have to observe this sex strike but I know my husband will not let me complete it. He may agree at first, but as far as I know him, he will change overnight," Judith Agbetoglo said. "So I don't believe I can do the one-week sex strike. Otherwise, I will have serious issues with him. He likes that too much."

Though the call for a sex strike seemed to please many women, some men, including heads of opposition parties and human rights groups in the anti-Gnassingbe coalition, did not believe it would be a success.

"One week sex strike is too much," said Fabre of the National Alliance for Change, who suggested a shorter period, amid laughter from the crowd at the demonstration. "Let's go for only two days".

Others were skeptical of Isabelle Ameganvi's call.

"It is easy for her to say because she is not married herself. She does not live with a man at home," said Ekoue Blame, a Togolese journalist. "Does she think women who live with their husband will be able to observe that? By the way, who controls what couples do behind closed doors?"

All nine people wounded during a dramatic confrontation between police and a gunman outside the Empire State Building were struck by bullets fired by the two officers, police said Saturday, citing ballistics evidence.

The veteran patrolmen who opened fire on the suit-wearing gunman, Jeffrey Johnson, had only an instant to react when he whirled and pointed a .45-caliber pistol as they approached him from behind on a busy sidewalk.

Officer Craig Matthews shot seven times. Officer Robert Sinishtaj fired nine times, police said. Neither had ever fired their weapons before on a patrol.

The volley of gunfire felled Johnson in just a few seconds and left nine other people bleeding on the sidewalk.

In the initial chaos Friday, it wasn't clear whether Johnson or the officers were responsible for the trail of wounded, but based on ballistic and other evidence, "it appears that all nine of the victims were struck either by fragments or by bullets fired by police," Police Commissioner Raymond Kelly told reporters on Saturday at a community event in Harlem.

Surveillance video shows what transpired Friday when gunman Jeffrey Johnson drew his weapon and opened fire on police on a street packed with pedestrians in midtown Manhattan. Who was Johnson and what possibly caused him to become violent?

He reiterated that the officers appeared to have no choice but to shoot Johnson, whose body had 10 bullet wounds in the chest, arms and legs.

"I believe it was handled well," Kelly said.

The officers confronted Johnson as he walked, casually, down the street after gunning down a former co-worker on the sidewalk outside the office they once shared. The shooting happened at 9 a.m., as the neighborhood bustled with people arriving for work.

'Look of death': Co-workers tell of office feud

The gunman and his victim, Steve Ercolino, had a history of workplace squabbles before Johnson was laid off from their company, Hazan Import Corp., a year ago. At one point, the two men had grappled physically in an elevator.

John Koch, the property manager at the office building where the men worked, said security camera footage showed the two pushing and shoving. The tussle ended when Ercolino, a much larger man, pinned Johnson against the wall of the elevator by the throat, Koch said. Ercolino let him go after a few moments, and the two men went their separate ways.

"They didn't like each other," Koch said.

On Friday, Johnson shot Ercolino five times in the head and face, a medical examiner's spokeswoman said. After the shooting, Johnson, an eccentric T-shirt designer and avid bird-watcher who wore a suit every day, even when photographing hawks in Central Park, walked away as if nothing had happened.

Alerted by a construction worker, Officers Matthews and Sinishtaj gave chase as Johnson rounded a corner and walked along Fifth Avenue, in front of the landmark skyscraper.

A security videotape from the scene shows several civilians ? including three sitting on a bench only a few feet away ? scattering as the officers opened fire.

Police have determined that three people were struck by whole bullets ? two of which were removed from victims at the hospital ? and the rest were grazed "by fragments of some sort," Kelly said.

Three people remained hospitalized, all in stable condition, police said.

Both Matthews, 39, and Sinishtaj, 40, joined the nation's largest police department 15 years ago.

Matthews had drawn attention earlier this year by filing a lawsuit against the New York Police Department that accused his superiors of unfairly punishing him for not meeting arrest quotas. A judge threw out the complaint.

There was no immediate response to a message left with the union representing the two officers.

The shooting didn't deter tourists from flocking to the Empire State Building as usual on Saturday.

Patricia Flynn, 57, a retired schoolteacher, visited the building's peak with her elderly mother, who once worked in the skyscraper as a secretary.

"But I didn't tell her what happened," said Flynn, adding that her mother was unaware of Friday's shooting. "And she really enjoyed the view."

A group of 31 tourists from all over France held a meeting Friday night at their nearby hotel to decide whether to cancel their planned Empire State Building visit.

"We were scared, and we thought it was a risk," said Catherine Krukar, 38, a teacher.

But in the end, they went ahead with the visit, she said after descending from the observation tower,

"We know it can happen anywhere, and we wanted to see the Empire State Building," Krukar said. "It was beautiful!

Romney hopes convention will help him win Florida

It is no coincidence Republican presidential challenger Mitt Romney chose to hold his nominating convention in Florida, for the state could well decide the result of the November 6 election.

Home to 11 million registered voters, Florida is a key swing state and proved decisive in 2000 when Republican George W. Bush trumped Democrat Al Gore after a recount contested all the way to the US Supreme Court.

"Florida is the key state for the election. It's the largest swing state with 29 electoral votes," said Carol Weissert, a political scientist at Florida State University.

With a little over 10 weeks to go until election day, polls are split over whether President Barack Obama or Romney, a multi-millionaire businessman and former Massachusetts governor, holds the edge in the Sunshine State.

An August 15-21 Quinnipiac University/New York Times/CBS survey put Obama ahead by three percentage points, but a Rasmussen Reports poll on August 15 had Romney up by two. Both were within the margin of error.

Florida has a diverse mix of voters, making the state a complex election battleground.

Nearly 18 percent of the state's 19 million residents are above the age of 65, according to 2010 census figures. Senior citizens are usually reliable voters and have tended to tilt Republican.

More than three-quarters of Florida residents regard themselves as white, according to the census, although the state does have significant Hispanic and African American minorities.

For decades Florida Hispanics were typically Cuban Americans that overwhelmingly voted Republican.

But the latest generation has a more mixed voting record and a growing proportion of Florida's Hispanics are from Puerto Rico or of South American origin and more inclined to vote Democrat.

Obama won Florida by a slim majority in 2008 when the turnout of young people and Democrats was huge. "Obama needs to do it again to win in 2012," said Weissert.

And while experts say the president has a reasonable chance of being re-elected even if he loses Florida, the state is seen as make-or-break for his Republican challenger.

"It is very difficult to see how Romney can win without carrying Florida," said Larry Sabato, a political science professor who is the director of the University of Virginia's Center for Politics.

Florida "is very critical for both parties. For Republicans, they cannot win without winning Florida," agreed Susan McManus, a professor in the University of South Florida's political science department in Tampa.

No surprise then that Romney has chosen to be anointed next week in the Florida gulf coast city of Tampa.

At the August 27-30 event, plenty of time has been allotted for Florida personalities, including popular former governor Jeb Bush, present Governor Rick Scott and telegenic state Attorney General Pam Bondi.

Florida Senator Marco Rubio, a youthful Cuban American and a rising star in the Republican party, has been given the exalted role of introducing Romney on the final night of the convention.

American presidential elections are decided not by the overall popular vote but by adding up so-called electoral college votes, which are awarded on a state-by-state basis.

With 29, Florida is the swing state that has the largest number of electoral college votes up for grabs. California (55) and Texas (38) have more but the first is solidly Democrat and the second firmly Republican.

McManus said that with polls narrowing for Obama in other swing states such as North Carolina and Indiana, Florida was now becoming a must-win for both parties.

Sabato, however, disagreed.

"More likely Ohio or Virginia will be the key state, but you can play this game endlessly in August," he said. "No one knows."

Kenya police arrest 9 community leaders after clashes kill 53

MOMBASA, Kenya (Reuters) - Kenyan police have arrested five clan leaders and four chiefs in connection with an attack that killed 53 people in a long-running dispute over land and water in a rural part of the east of the country, a senior provincial official said on Friday.

Armed with machetes, bows and arrows and spears, attackers from the Pokomo ethnic group locked villagers from the rival Orma group in their homes, set the structures alight and killed anyone who tried to escape late on Tuesday.

Settled Pokomo farmers and semi-nomadic Orma pastoralists have clashed intermittently for years over access to grazing, farm land and water resources.

Samuel Kilele, government commissioner for Coast province, told reporters in the port city of Mombasa the arrested elders are accused of organising and leading the raid and the chiefs of failing to alert authorities about the planned attacks.

"They had prior information which they did not share with us so that we could intervene before the attacks occurred. We have sacked all of them, and will take them to court next week to face charges of complicity and abetting crime," Kilele said.

"We are pursuing 10 other ring-leaders of the attack, whose names we have, and who will assist us to arrest all those who participated in the killings."

The initial death toll of 48 rose to 53 after five more victims died in hospital, with 12 others still undergoing treatment, police said.

The Kenya Red Cross has put the death toll at 62.

Kilele said police were carrying out a disarmament exercise in the area and had so far recovered rifles, machetes, arrows and spears.

"We will get these weapons, all of them, by any means necessary including force, because we asked them to surrender weapons voluntarily and they failed," Kilele said.

Cattle rustling and clashes over grazing and farm land are relatively common between communities in arid areas of east Africa and often escalate with revenge attacks.

The long dispute between the two groups erupted after the farmers accused the pastoralists of grazing their cattle in their land.

Top Kenya government officials, among them Prime Minister Raila Odinga and Police Commissioner Mathew Iteere, have visited the area and promised to bring the perpetrators to justice.

Fifty of the dead were buried in a mass grave on Thursday.

"I ... take this opportunity to express my deep concern over the senseless loss of lives and property following clashes between some communities in parts of the country. This will not be tolerated," President Mwai Kibaki said in a speech during a graduation ceremony for new police officers.

"I put on notice those inciting and creating lawlessness and taking the law into their hands, that they will be dealt with firmly in accordance with the law."

Though not intentional, this week?s Roundup focuses primarily on Gov. Lincoln Chafee. Not only did Chafee make news for his appeal to the Supreme Court in regard to the trial of David Pleau, he also had an important meeting with Narragansett Indian Chief Sachem Matthew Thomas, and was called a ?dunce? by Curt Schilling. Not to mention, Chafee?s son Caleb was sentenced to community service for violating the state?s social host law.

Although Chafee may have dominated the headlines numerically speaking, Anthony Gemma may have won out in terms of news coverage. Keep reading to see if Gemma lived up to his promise of having knowledge of a ?stunning political revelation.?

Gemma accuses Cicilline of voter fraud

As he promised last week, Democratic congressional candidate Anthony Gemma held a press conference on Wednesday to officially accuse Rep. David Cicilline of voter fraud. Although Gemma hyped the press conference by telling voters to prepare themselves for ?breaking new that will have an immediate, stunning, game-changing impact,? critics have said he failed to live up to expectations.

Overall, Gemma rattled off a number of accusations against Cicilline, but he refused to reveal names of sources. Specifically, Gemma contends that Cicilline and his campaign workers have engaged in voter fraud since 2002. Gemma claims that Cicilline basically paid individuals to cast multiple ballots and hired other people to impersonate deceased voters.

Gemma also stated that TRP Associates, a private investigation company, conducted the investigation. That said, TRP Associates has yet to comment on their findings, nor did any of its members attend the press conference.

In response to the allegations, Cicilline told The Associated Press: ?Mr. Gemma did not produce one shred of evidence that I did anything wrong. The whole thing was very bizarre and really outrageous.?
Gemma and Cicilline will square off on Sept. 11, with the winner going on to face Republican Brendan Doherty on Nov. 6.

Narragansett chief meets with Chafee over casinos

On Tuesday, Chief Sachem Matthew Thomas of the Narragansett Indian tribe met with Gov. Lincoln Chafee to discuss Rhode Island casino gambling. According to the Providence Journal, Chief Thomas is seeking a greater share of casino gambling on behalf of the Narragansett Indian tribe.

The twenty minute meeting, primarily involved Chief Thomas? concerns about the legal obstacles his tribe faces in their quest to participate in the state?s casino gambling. Chief Thomas suggested that the Narragansett Indian tribe partner with Rhode Island, but no specifics were proposed. Chafee was mum after the meeting, but did state that protecting the tribe?s revenue is important.

Chief Thomas has been unsuccessful in his attempts to block the upcoming casino gambling vote from appearing on the November ballot. The tribe filed a lawsuit last year looking to stop the ballot question on constitutional grounds. Chief Thomas claims that allowing casino gambling at Twin River and Newport Grand would hinder his tribe?s chances of building a casino in the future.

In 2006, Rhode Islanders rejected a ballot question that would have let the Narragansett tribe partner with Harrah?s Entertainment to build a casino in West Warwick.

Schilling calls Chafee a ?dunce of epic proportions?

Former pitching ace and 38 Studios founder Curt Schilling has called Gov. Lincoln Chafee a ?dunce of epic proportions.? Schilling made the remarks via his Twitter account on Saturday.

Schilling seemed to deflect any personal responsibly in respect to his involvement with the collapse of 38 Studios, which received a $75 million loan guarantee from the state in 2010. Schilling tweeted, ?if the state loses money it?s because the Governor is a dunce of epic proportions, nothing I can do about that.?
Schilling insults did not stop there. The three-time World Series champ continued on Monday calling Chafee a ?buffoon? and said the possibility of his re-election is ?terrifying.?

Despite his strong statements, the ex-Red Sox pitcher expressed a different tone during a June appearance on WEEI?s Dennis & Callahan morning sports show. ?I am absolutely to blame for this. I bear a lot of the responsibility for the company failing,? said Schilling.

Schilling laid off all of his 38 Studios employees back in May. The failed video game company went on to file for bankruptcy in June.

Chafee?s son sentenced to community service

On Wednesday, Gov. Lincoln Chafee?s son Caleb pleaded no contest to violating the state?s social host law. Caleb, 18, was sentenced to community service and fined $500 for hosting an underage drinking party at his family?s Exeter home on May 28.

Aside from earning 30 hours of community service, Chafee was also entered into the Reducing Youthful Dangerous Driving Program by Judge Stephen Isherwood. The driving program consists of 20 hours over three weeks. The judge also specified that Chafee?s $500 be given to Rhode Island?s victim compensation fund.

The governor issued the following statement in regard to his son?s arraignment: ??Caleb will accept responsibility for his actions and, in addition to any legal consequences that result, we will continue to deal with this matter as a family.??

Chafee also pleaded no contest in May to charges that he attempted to purchase beer at a Jamestown liquor store. The case was later expunged from Chafee?s record after he paid a $100 fine. The state?s social host law prohibits people from letting anyone under 21 to consume alcohol on their property.

Chafee asks Supreme Court to review Pleau case

Lastly, the ongoing Jason Pleau death penalty saga took yet another turn this week thanks to Gov. Lincoln Chafee. On Tuesday, Chafee asked the Supreme Court to review the case of Pleau, a murder suspect currently caught in the middle of a legal battle between state and federal prosecutors.

Chafee is looking to obtain an appeal to a U.S. Court of Appeals verdict that Pleau may stand trial in federal court. Chafee is seeking the appeal because federal prosecutors have indicated that they will seek the death penalty, a punishment that is illegal in Rhode Island.

In his appeals petition, Chafee argues that the federal government is in violation of a legal agreement, which authorizes the state to deny prisoner transfer requests. ?This is a significant states? rights matter, said Chafee on Tuesday.

Pleau is accused to fatally shooting David Main, 49, as he approached a Woonsocket bank to make a deposit on Sept. 20, 2010. Pleau allegedly shot Main multiple times and made off with deposit bag carrying over $12,000, according to prosecutors.

The Supreme Court has yet to announce whether it will hear the appeal.

Sleep learning is possible: Associations formed when asleep remained intact when awake

ScienceDaily (Aug. 26, 2012) ? Is sleep learning possible? A new Weizmann Institute study appearing August 26 in Nature Neuroscience has found that if certain odors are presented after tones during sleep, people will start sniffing when they hear the tones alone -- even when no odor is present -- both during sleep and, later, when awake. In other words, people can learn new information while they sleep, and this can unconsciously modify their waking behavior.

Sleep-learning experiments are notoriously difficult to conduct. For one thing, one must be sure that the subjects are actually asleep and stay that way during the "lessons." The most rigorous trials of verbal sleep learning have failed to show any new knowledge taking root. While more and more research has demonstrated the importance of sleep for learning and memory consolidation, none had managed to show actual learning of new information taking place in an adult brain during sleep.

Prof. Noam Sobel and research student Anat Arzi, together with Sobel's group in the Institute's Neurobiology Department in collaboration with researchers from Loewenstein Hospital and the Academic College of Tel Aviv -- Jaffa, chose to experiment with a type of conditioning that involves exposing subjects to a tone followed by an odor, so that they soon exhibit a similar response to the tone as they would to the odor. The pairing of tones and odors presented several advantages. Neither wakes the sleeper (in fact, certain odors can promote sound sleep), yet the brain processes them and even reacts during slumber. Moreover, the sense of smell holds a unique non-verbal measure that can be observed -- namely sniffing. The researchers found that, in the case of smelling, the sleeping brain acts much as it does when awake: We inhale deeply when we smell a pleasant aroma but stop our inhalation short when assaulted by a bad smell. This variation in sniffing could be recorded whether the subjects were asleep or awake. Finally, this type of conditioning, while it may appear to be quite simple, is associated with some higher brain areas -- including the hippocampus, which is involved in memory formation.

In the experiments, the subjects slept in a special lab while their sleep state was continuously monitored. (Waking up during the conditioning -- even for a moment -- disqualified the results.) As they slept, a tone was played, followed by an odor -- either pleasant or unpleasant. Then another tone was played, followed by an odor at the opposite end of the pleasantness scale. Over the course of the night, the associations were partially reinforced, so that the subject was exposed to just the tones as well. The sleeping volunteers reacted to the tones alone as if the associated odor were still present -- by either sniffing deeply or taking shallow breaths.

The next day, the now awake subjects again heard the tones alone -- with no accompanying odor. Although they had no conscious recollection of listening to them during the night, their breathing patterns told a different story. When exposed to tones that had been paired with pleasant odors, they sniffed deeply, while the second tones -- those associated with bad smells -- provoked short, shallow sniffs.

The team then asked whether this type of learning is tied to a particular phase of sleep. In a second experiment, they divided the sleep cycles into rapid eye movement (REM) and non-REM sleep, and then induced the conditioning during only one phase or the other. Surprisingly, they found that the learned response was more pronounced during the REM phase, but the transfer of the association from sleep to waking was evident only when learning took place during the non-REM phase. Sobel and Arzi suggest that during REM sleep we may be more open to influence from the stimuli in our surroundings, but so-called "dream amnesia" -- which makes us forget most of our dreams -- may operate on any conditioning occurring in that stage of sleep. In contrast, non-REM sleep is the phase that is important for memory consolidation, so it might also play a role in this form of sleep-learning.

Although Sobel's lab studies the sense of smell, Arzi intends to continue investigating brain processing in altered states of consciousness such as sleep and coma. "Now that we know that some kind of sleep learning is possible," says Arzi, "we want to find where the limits lie -- what information can be learned during sleep and what information cannot."

Japan says no decision on buying Korean debt, island row festers

TOKYO (Reuters) - The Japanese government has not reached a decision yet on whether it will buy South Korean government debt, Finance Minister Jun Azumi said on Friday, as a diplomatic row escalates between the two countries over a territorial dispute.

Azumi reiterated that the government might not extend a currency swap arrangement with South Korea after it expires in October.

Purchases of South Korean government debt and the currency swap were part of efforts to strengthen economic ties, but further cooperation has been thrown into doubt due to diplomatic tensions that have been growing in Northeast Asia.

"I want a little time to see how things develop," Azumi told a media conference.

"Things have reached the point where the Japanese people may not be able to accept the argument that political relations and economic relations are separate."

The Yomiuri newspaper reported earlier on Friday that Japan is leaning towards freezing its planned purchase of South Korean government bonds. Japan currently holds little or no Korean government debt, although official figures are not released.

The Yomiuri said, without citing sources, the Japanese government believes the purchase, which was originally scheduled to start by the end of the year, would not be understood by the public in the current diplomatic climate.

South Korean President Lee Myung-bak earlier this month visited islets both countries claim in what Japan considers a provocative action, triggering a diplomatic tit-for-tat between the two neighbors.

The dispute with South Korea coincides with a stand-off between Japan and China over another island chain, which sparked major anti-Japanese protests in China last week.

Despite close economic ties in one of the world's wealthiest regions, memories of Japan's war-time occupation of much of China and colonization of South Korea still run deep.

Japanese Prime Minister Yoshihiko Noda, under fire for what the opposition says is an insufficiently tough stance on territorial disputes, plans to hold a news conference on Friday to address the issue, Japanese media said.

GOP platform draft at odds with Romney on abortion

TAMPA, Fla. (AP) ? A GOP committee outlined a party platform Tuesday with positions on key social and entitlement issues far more strict than the presidential candidate they plan to nominate next week.

The platform panel of the Republican National Committee voted to propose a constitutional amendment outlawing abortion without specific exceptions for rape or incest, a position at odds with presumptive nominee Mitt Romney.

The decisions in Tampa, as delegates began making their way to Florida for next week's Republican National Convention, are a reminder that, despite months of effort by Romney to project party unity, he is out of step with his party's most committed activists.

Virginia Gov. Bob McDonnell, chairman of the RNC's Committee on Resolutions, said the platform "reflects the views of the grassroots leaders of the Republican Party."

Romney's opponents during the nominating campaign complained that the former Massachusetts was not sufficiently conservative.

The platform committee also adopted a position on Medicare in line with Romney's running mate, Paul Ryan, the Wisconsin congressman who supports turning the federal health insurance program for seniors into a voucher-like system.

Romney opposes abortion, but he supports allowing exceptions in cases of rape. He also supports allowing seniors to opt to buy private insurance, but he has not fully embraced Ryan's more aggressive approach.

The platform is set to be adopted Monday by the Republican National Committee. Romney is set to be nominated for president at the Republican National Convention, which begins Monday.

"The committee and Gov. Romney agree on the main things involving the economy," platform committee member Russ Walker of Oregon said. "There are some subtle differences."

Committee member Barbara Ann Fenton of Rhode Island voted against the abortion plank. A supporter of legal abortion, she said the GOP risks marginalizing itself with younger voters by espousing positions she considers out of step with most Americans.

"If we seek tolerance on some of these social issues, it will lead to a stronger Republican Party," Fenton said.

National polls show a majority of Americans favor legal abortion in most cases. Likewise, a small minority of Americans say abortion should be illegal in most cases, according to Gallup.

A Gallup poll last year found that 75 percent of adults say abortion should be legal in cases of rape or incest.

The RNC's proposed abortion language is the same as it's been since 1984. But this year, it comes as GOP officials called on Rep. Todd Akin, R-Mo., to quit his Senate bid after he made inflammatory comments about rape. Akin, asked in a local TV interview aired Sunday if he opposes abortion in cases of rape, said a woman's body is able to prevent pregnancy in what he called a "legitimate rape."

The party's platform says members of the GOP "assert the sanctity of human life and affirm that the unborn child has a fundamental individual right to life which cannot be infringed. We support a human life amendment to the Constitution."

Romney's abortion decision is also at odds with Ryan, who opposes abortion except in instances where the life of the mother is at risk. That's closer in line with the Republican Party's official position.

A Ryan aide downplayed the difference. "He knows he is joining the Romney ticket and the Romney administration will reflect the views of the nominee," Ryan spokesman Michael Steel told reporters traveling with Ryan from Pittsburgh to Philadelphia.

Ryan has voted for legislation that has included exceptions for rape, incest and the life of the mother, another spokesman said.

The decision might have passed with little notice if not for Akin, whose comments drew intense criticism and quick calls for him to step aside.

Romney called for Akin to withdraw from his race for the Senate, but not until just two hours before a state-imposed deadline and after several GOP officials, including leading social conservatives, did first. Akin said he would stay in the race, and he now has until Sept. 25 to seek a court order to take his name off the ballot.
